Article 1 in order to improve the safety and anti-pollution management level of Seazeal marine service, ensure the safety of water transportation and prevent ships from polluting the environment of water areas, in accordance with such laws and administrative regulations as the maritime traffic safety law of the People's Republic of China, the regulations of the People's Republic of China on the administration of inland traffic safety, the decision of the State Council on the establishment of administrative permission for administrative examination and approval items that need to be retained, and the relevant international conventions concluded or acceded to by our country, make these provisions. 

Article 2 these provisions shall apply to Seazeal marine service，implementation, maintenance and supervision of the safety and pollution prevention management system (hereinafter referred to as the safety management system) of shipping companies.

 Article 3 the Ministry of Communications shall be in charge of the safety and pollution prevention of shipping companies throughout the country. The China Maritime Safety Administration shall, in accordance with these provisions, supervise and administer the safety and anti-pollution activities of shipping companies and the duties and powers of the relevant maritime administrations as determined by the China Maritime Safety Administration, to be responsible for the supervision and administration of the safety and anti-pollution activities of shipping companies within their respective jurisdictions.

 Article 4 a shipping company shall establish and improve the safety and pollution prevention management system, improve the safety and pollution prevention conditions, ensure the safety of ships, and prevent ships from polluting the water environment.
